Maslon Helps Owner Revitalize Iconic Corner on St. Paul's Grand Avenue with New Mixed-Use Development Project

Maslon was pleased to represent 845 Grand LLC in connection with a $47 million mixed-use development on the northeast corner of Victoria Street and Grand Avenue in St. Paul, Minnesota. The project will be known as “The Grand Victoria,” and, when complete, will feature 90 luxury rental housing units and approximately 15,000 square feet of commercial space.
The Grand Victoria project has received widespread support from both the city and surrounding businesses for its potential to attract additional investments into the once-vibrant section of Grand Avenue, as well as provide residents and visitors with greater access to shops, restaurants, and services.
Support for the project’s benefit to the community is similarly reflected in its financing, which, in addition to traditional bank financing provided by Huntington Bank, includes numerous private investors, an investment by the Shakopee Mdewakanton Sioux Community, and tax increment financing provided by the St. Paul Housing and Redevelopment Authority.
Maslon attorneys Jon Septer and Jeff Koerselman were honored to attend a groundbreaking ceremony for the project on Aug. 6, 2026, where project stakeholders and community members celebrated the recent commencement of construction. The project is expected to be complete in early 2028.
A Maslon team led by Septer and Koerselman represented the owner in connection with its acquisition of the property, its closing of the debt and equity construction financing, and other development matters related to the project. The team also included David LaBerge and Samantha Monson.
